How to set request context from a console application

I need to write a console app and need to set the context on my request. What I'm wondering is what goes in the serviceURI, see below? I put our server URL in here, which looks something like https://fosopd.OurAddress.com:21111 but I don't think that is sufficient. I set the user and password too but what else needs to be appended to our servel URL to find the PDS010MI/Select API below?
