When the last payroll run was run and completed in 2006, HL - DN benefits were not withheld for the great majority of employees- due to a missing pay-cycle!
The BN manager now wants the Payroll DEPT to withhold these missing 2006 ded'ns from a 2007. paycheck.
- Can this be done in 2007 without re-opening 2006 & just count as part of the 2007 deductions? -
Or does this retro ded'n 'havta' be included in 2006 totals?

If you withhold the deductions in 2007, they will be included in 2007 numbers - which will probably be your best bet. Can I assume that these are pre-tax deductions? The only way you could get them into 2006 numbers would be to a.) void out your last 2006 payroll and re-run it with the correct deduction cycle to withhold the deductions - I'm sure that's not an option this far into 2007 since, even if employees don't have direct deposit, I'm sure they've cashed their checks already. b.) Calculate the difference between what your employees actually received in the 2006 payroll, compared to what they would have received if the deductions came out, and then have them pay you the difference. If you did this, you'd still have to go back and enter adjustments to taxable wages, etc. to have the data included in 2006 info - Nasty! Nasty! However I speak from experience because I've lived through a similar situation, and I still have nightmares about it.

If you upload the one-time deductions using MS Addins, I'd recommend that you use PR39.2 to upload. PR39.1, as you know, asks which benefit plan year to update, and you'd have no way to do that with Addins. If you use PR39.2, it doesn't require a benefit plan year, so it'll work fine.
For two years (not this year, thank goodness), we had to upload 1-time deductions to correct the rate that HR had loaded for our dental plans. The first year we tried PR39.1 and they just didn't work--we ended up keying them all manually until around 10:30 one evening. The next year, we found out about PR39.2, and it was comparatively easy.
