Why am I now paying a maintenance fee for LSF when I never had to pay for the environment in the past? Is this a pass along fee to IBM because of WebSphere?

OLE DB Connector is required if you are have any report (or smart notification) development utilizing
- dme queries
- RW reports (ie GL Balance Sheet/Income Statement)
- Standard reports (ie MM280)

Lawson has previously supplied their environment at no charge. Part of the change is to bring them inline with the pricing policies of other ERP vendors, however, Lawson still remains the lowest cost solution. And you are correct that a portion of that fee is passed along to IBM for the "Blue Stack" that is part of LSF9
