I'm putting together a new box with netexpress 4.0 (win2k3)
Env = 8.0.3.6
Apps=8.0.3.7

I'm the only one logged into the box.
Licsta shows more than enough licenses unused.

When I attempt to run rd30, it hangs and the latm.log says:
Tue Jun 20 13:36:36 2006: Timeout on opening application, removing application
Tue Jun 20 13:36:36 2006: Pid=3348, Program Code=RD30 DataArea/DataID LOGAN
Tue Jun 20 13:36:36 2006: Possible causes: Insufficient NetExpress licenses or
Tue Jun 20 13:36:36 2006: not enough database users configured in ladb.cfg.
Tue Jun 20 13:36:36 2006: Terminating process, 3348
Tue Jun 20 13:36:36 2006: latm (PrcTPCrash): Received death notification of lacobrts, Uid=-1, Pid=3348
Tue Jun 20 13:36:36 2006: Program Code = RD30 , DataArea/DataID = LOGAN

I have stopped, started the environment to no avail. I've followed the KB article on the issue and still nothing.

Any ideas?

Here are some suggestions:

licsta only shows Lawson licenses. NetExpress licences are handled by Micro Focus. You have to go on to the W2K3 box and run the Net Express license manager to see what the status of your Net Express license is:
Start
Programs
Micro Focus Net Express 4.0
Configuration
License Management System

Also, that line about "not enough database users configured in ladb.cfg" indicates that you should check your file $GENDIR/system/ladb.cfg for the entry USERS.
